This facility will provide a landmark Headquarters for the RCMP’s ‘V’ Division as well as the Iqaluit Detachment. Borrowing its aesthetic from the arctic landscape in which it sits, the building is formally arranged around protruding glass wedges that house public spaces and grounded linear two story quadrants containing secure areas. The design strives to welcome the public and present a sense of openness while accommodating the physical needs of confidentiality, security and respect.
The building will house three facilities under one roof: 1)‘V’ Division Headquarters, including a combined mess, various crime and enforcement units, OCC, informatics, and forensics including a vehicle exam bay, 2) Amalgamated Detachment areas as well as locker and exercise facilities, detention cell block; secure and Detachment garage Bays, and 3) a Regional Training Centre including a Firing Range, dormitories, classrooms and simulator facilities. Total area is approximately 3400 m². Construction will be non-combustible on two floors, employing a combination of concrete masonry units, steel frame and concrete. A heavy timber roof will characterize the central core, welcoming the public to this essential northern facility. An innovative heat extraction foundation system will eliminate the need for a traditional heated crawlspace (typical in northern buildings), reduce material consumption and long term energy consumption. Construction Cost will be approximately $18M over two phases with Phase One construction start-up in the summer of 2005 and completion in 2007/08.
